Slowing down international circulation, redistributing public funding, securing involvement beyond a single stay, making selections more fair and open
Since 2018 I am part of Radar Sofia, the first local residency for playwrights, performance makers and artists at risk in Sofia, Bulgaria. We are now thinking of a future slower selection with applicants invited for a 10 day collective residency where they get to know each other and their proposals, exchange and communicate with the hosting organisation and the local communities, identify potential partners and parameters for the future work and realise if it makes sense to do this work in that context at all. In that process maybe some of the artists connect their ideas to find out a new project that they could do together while exchanging practices. Several ideas are then picked up in a way that both sides select each other (host institution and artists), instead of the institution cherry picking from a big pool of applicants, and then find a way to secure funding for long-term involvement and slow-pace production. These then become associate residents who work within the context in several long sustained periods.
We are interested to focus our future fully-funded residencies to support only artists who don't have other resources and opportunities to work, who come from countries without ministries of culture and grant schemes, who face visa obstacles, persecution or discrimination. So we are thinking of a new model for the residency that redistributes some of the public funding we receive from wealthier countries (through direct applications or in the form of fees from artists who have received public funding) to artists coming from less fortunate places. Potentially a long-term residency program for non-EU artists can be developed in partnership between several European cities, for example in this case Brussels and Sofia, and involve local partners and communities.
